Last week Aaron Wilson broke the news of the cities the XFL would utilize in their 2023 return. With all of this happening in the background, it looks like the new ownership group is ramping up towards hitting the field.
We already know the head coaches, and presumably the locations, now we know the Directors of Player Personnel. Aaron Wilson of Pro Football Network reports that the league has officially hired the following:
- Dallas – Rick Mueller
- Seattle – Randy Mueller
- San Antonio – Will Lewis
- DC – Von Hutchins
- St. Louis -Dave Boller
- Orlando – Larry Lee
- Houston – Marc Lillibridge
- Las Vegas – Joey Clinkscales

Rick Mueller, a former Philadelphia Eagles and United Football League executive who was last the Coastal Carolina executive director of player personnel, to work with coach Bob Stoops in Dallas.
Will Lewis will be heading up the new San Antonio franchise, coming in with some NFL and XFL experience. He served as GM for the Seattle Seahawks and Kansas City Chiefs. On the XFL front, he was Asst. Director of Pro Personnel.
Von Hutchins, a former Raiders scout who played defensive back for the Indianapolis Colts, Houston Texans and Atlanta Falcons, with Reggie Barlow in Washington, D.C.
Dave Boller, a former Dallas Renegades assistant director of player personnel, former Syracuse director of player personnel, Detroit Lions executive and a former Rams and New York Jets scout who was a player personnel assistant most recently at Arizona State, to work with Anthony Becht in St. Louis.
Larry Lee, a former Detroit Lions vice president and fifth-round center from UCLA who also played for the Miami Dolphins and Denver Broncos and a director of business development with the Fritz Pollard Alliance, to work with Terrell Buckley in Orlando, Fla.
Marc Lillibridge, a former Green Bay Packers executive, NFL agent and Philadelphia Eagles and Iowa State linebacker, with Wade Phillips in Houston.
Joey Clinkscales, a former Raiders director of player personnel, Los Angeles Wildcats director of player personnel, New York Jets executive and Pittsburgh Steelers and Tampa Bay Buccaneers wide receiver, to work with Rod Woodson in Las Vegas.
Thins are certainly headed in the right direction if you’ve been waiting for the return the XFL. We have the coaches, the cities should be officially announced soon… and we’re now seeing the new ownership build the leadership teams behind each of these franchises.
We’re still waiting to learn the names for each of the cities; new and old. Just because the league is returning to places like DC, Houston and St. Louis, it isn’t guaranteed that they’ll use the same identities. Many were surprised to see the XFL update their logo, so we’d say anything’s on the table.
