The AAF wanted to be a feeder system to the NFL, which may have been the the main reason it didn’t succeed. At the end of the day, the NFL didn’t have a need for a feeder league with the NCAA around. That’s not to say the NFL doesn’t need assistance in other areas.
According to Ben Fischer of Sports Business Journal, it looks as if there may be talks for the XFL to be a training ground for officials.

NFL and sports fans in general have always complained about the refs. That being said, there have been a lot of moments in recent NFL history that may show they have an issue in that area. The missed call during last years NFC championship game was the last straw for a lot of fans. We’ve already seen Dean Blandino get involved in the XFL, so these rumors may very well be true.
